Cant make or receive calls on iPad Air 2 wifi + cellular

Ok so I fork out $770 for iPad Air 2 wifi n cellular

Cant receive calls. Cant do nothing. So wth

Someone help cos Im seeing a lot of Google results saying u can. But dont work for me
